看来，须立法规定，今后，凡行贿或受贿单位/个人均应到当地检察院备案。否则，行贿或受贿无效。

《招标投标法》第三十九条规定, “评标委员会可以要求投标人对投标文件中含义不明确的内容作必要的澄清或者说明，但是澄清或者说明不得超出投标文件的范围或者改变投标文件的实质性内容。”
      
上述条款中“含义不明确的内容”并非指算术错误。算术错误通常是明确的，显而易见的。算术错误，系指加减乘除运算过程中产生的错误，并非是投标人的本意和故意，是人都可能产生算术错误，是完全可以谅解的。更正算术错误，使投标人的本意得以恢复和体现。人们不能野蛮地不允许算术错误得以更正！
      
更正算术错误的规定源于世界银行的范本。见如下规定。
31.3 如果投标书是实质上响应的投标书，买方将按以下方法更正算术错误：

(a) 如果单价与该品目的数量乘单价的积而得到的合价不一致，以单价为准修改该品目的合价，除非根据买方的意见很明显是单价中有小数点错位，这时，就应该以该品目的合价为准，相应修正单价；

(b) 如果总价与各品目的合价相加而得到的总价不一致，以各品目的合价为准修改总价；和

(c) 满足上述(a)和(b)条的前提下，如果用文字表示的数值与用数字表示的数值不一致，以文字表示的数值为准，除非用文字表示的数值与第一章 投标人须知16计算错误有关，此时，应该以数字表示的数值为准。

31.3 Provided that the Bid is substantially responsive, the Purchaser shall
correct arithmetical errors on the following basis:

(a) if there is a discrepancy between the unit price and the line item total
that is obtained by multiplying the unit price by the quantity, the unit price
shall prevail and the line item total shall be corrected, unless in the opinion
of the Purchaser there is an obvious misplacement of the decimal point in the
unit price, in which case the line item total as quoted shall govern and the
unit price shall be corrected;

(b) if there is an error in a total corresponding to the addition or
subtraction of subtotals, the subtotals shall prevail and the total shall be
corrected; and

(c) if there is a discrepancy between words and figures, the amount in words
shall prevail, unless the amount expressed in words is related to an arithmetic
error, in which case the amount in figures shall prevail subject to (a) and (b)
above.

22.关于备标期与等标期

吾以为，称备标期比较好，更符合《招标投标法》规定之本意。

所谓备标期，系指给投标人的投标准备时间。备标期是从投标人的角度来描述的，即，投标人准备投标的时间，简称备标期。

所谓等标期，系指招标文件开始发售之日起至开标日（投标截止时间）止，招标人需要等待的时间。等标期是从招标人的角度来描述的，即，招标人等待开标的时间，简称等标期。
