否则，直接用《联合国“采购”公约》就行了

既然是“反腐”公约，而不是别的什么公约，自然强调“反腐”，如果《联合国“反腐”公约》的目的不是“反腐”，那是什么呢？

其次《联合国“反腐”公约》的第九条才是公共采购和公共财政管理，注意是《联合国“反腐”公约》下的公共采购和公共财政管理，而不是别的公约下的公共采购和公共财政管理

再次《联合国“反腐”公约》的“反腐”必然要有“反腐”措施，那么建立对“预防腐败”特别有效的采购制度，必然成为选择之一，如果《联合国“反腐”公约》选择这一采购制度的目的不是用来“反腐”，《联合国“反腐”公约》根本没必要提这第九条

个人觉得这个preventing，不仅是预防，更准确应是“反”，包含事前“防”，事中、事后“反”，这与《联合国“反腐”公约》中的“反”才能对应起来。“预防”只是事先防范；事中、事后已实现的“腐”则是“反”不再是预防了，这是题外话

所以，《联合国反腐公约》以反腐为目的是肯定的，否则这个公约存在干吗，给大家玩文字游戏？
以反腐为目的的《联合国反腐公约》下的公共采购和公共财政管理，如果不能达到反腐之目的，那《联合国反腐公约》又要把这块列进来干吗，玩文字游戏，还是凑数？

中国招标反腐不强，不代表世界的招标反腐不强，也无法抹杀《联合国反腐公约》的“反腐”目的，更无法抹杀《联合国反腐公约》借助采购制度以达到反腐之目的，虽然这种目的能否实现还有待商榷
