1.Tenders and Bids 是投标和投标，你的此处的翻译可能来自中国国际招标网。

《中华人民共和国招标投标法》中的“招标和投标”的正确翻译应该是：

1）bidding  &  bid（用B字母组，美式英语），或

2）tendering  &  tender（用T字母组，英式英语）

2. tendering document   用bidding document 更合适一些。因为，你大部分用的都是B开头的词汇，不要混用为好。

另：你的致辞太长，越简单越好。

如果，现在楼主还是用双语开标，实在可嘉！
20年前，老朽所在公司国际招标的开标是用双语的，当然还要看是否有老外。当时，招标文件也是两种文字的，并且以英文为准。
后来发现，用双语并无多大用处，老外来的越来越少，并且都有中方雇员陪同（专业和外语水平都很高），双语开标的主要作用变为烘托气氛了。
到了2005年，国际招标文件也以中文为准了，在中国投标的人员也基本上以中方雇员为主了，也就不再用双语开标了。由此产生的后果是，招标代理的外语水平日趋下降。
