亚行新货物采购文件中资格标准的问题

亚行新的标准招标文件中的资格标准中有这么一条：

The Bidder shalldemonstrate that the goods offered have

(i)    been in production for at least _______years, and
(ii)   sold a minimum of _______ units ofsimilar type and specification over the last three (3) years;
(iii)  been in operation for a minimum of______ years.

投标人应证明所供应货物已

(i)在生产至少   年；

(ii)在过去三（3）年卖出至少   类似型号和规格的货物，

(iii)至少投入运行    年。

所以想请教一下各位，例如我需要购买10万个货物，那么我设置在过去三年内投标人至少要卖出20万个货物，即我购买货物数量的2倍，这样设置是否合理。还是要根据不同行业来分具体情况？
