SUBJECT :  INVITATION FOR  PRE-QUALIFICATION FOR NEW REFINERY PROJECT
XX National Petroleum Company has completed the front-end design of its new refinery in XX and is searching for the best international EPC companies to finalize the design and construct the refinery and its ancillary facilities including tankage and marine facilities for this large, world-class refinery.
The XX National Petroleum Company (NPC) wishes to invite large, world renowned companies with sound financial capability, SHE excellence, and technical experience in Engineering, Procurement, Construction, Installation, and Pre-commissioning (EPC) of World Class Refinery Facilities to apply for pre-qualification. Pre-qualification documents are being solicited in order to qualify EPC companies to bid on Package 1 (Process Plant), Package 2 (Process Plant), Package 3 (Utilities and Offsite), Package 4 (Tankage) and Package 5 (Marine Facilities) for the NPC New Refinery Project.
The New Refinery Project is a 615,000 bpd grassroots refinery to be built in XX and will consist of over 15 process units plus buildings, utilities and offsite facilities. NPC anticipates that the work will be executed utilizing (5) EPC contracts. Therefore only the largest and most qualified companies will be invited to participate in the EPC work.
Each EPC contract will include detailed engineering, procurement of materials and equipment, construction and pre-commissioning based on NPC provided Front End Engineering Design (FEED) documents.
NPC has engaged the services of Fluor as Project Management Contractor to manage the project and serve as the FEED engineer.
Companies who are interested in participating in bidding one or more of the Packages for this world-class project must request the Solicitation of Interest and Prequalification questionnaire by Me(e-mail:rdw0523@163.com).
